Reading an HPD lead order

  • Open orders stay open until HPD accepts a repair or the owner's proof. Once it does, they are closed.
  • Class C marks a condition as immediately hazardous. On HPD's record, most orders for lead paint are class C.
  • Orders to fix peeling lead paint list the wall, window or door frame, plus the apartment. The hazard itself is what these orders point to.
  • A vacant-apartment lead work order says the owner never showed that an empty unit had been made lead-safe before a new tenant arrived.
  • A records or notice order means the owner failed to hand over lead paperwork to HPD, or to ask tenants every year if a child under 6 lives in the unit.

Didn't find the building? Type its address into the building lookup: any Manhattan address with a lead order is in it, even one with only a few open orders.

Rights if you rent in Manhattan

Local Law 1 applies to buildings built before 1960. The landlord must find lead paint hazards in any apartment with a child under 6, then fix them, and must make empty units lead-safe before a new tenant arrives. What you can ask for, and letters to send.

Your next steps

  1. Keep children away from peeling paint. Wash hands, toys, pacifiers, window sills and floors often, and keep children away from rooms where repair work makes dust. Don't sand, scrape or repaint old paint yourself, because that creates lead dust.
  2. Get your child tested. If you think your child was exposed, get a blood lead test from the doctor now. At age 1, and once more at age 2, New York also requires the test. How the test works
  3. Put your complaint in writing. Tell your landlord about the peeling paint, and whether a child under age 6 lives there. Free letters in English and Spanish
  4. Report the problem to HPD. Call 311, or report it online, about peeling paint or repair work that makes dust. Filing is free, and your immigration status doesn't matter.
  5. Child tested high for lead? Follow the doctor's plan for retesting, then talk to a lead paint lawyer about the building's record: call (888) 503-5930.
